Fuel Pump

I have a 1990 Dodge Caravan 3.0L V6. The problem i'm having is i stopped at the gas station to put gas, and when i started the van, all it did was crank, but it wouldnt turn over, so i push it a side and i notice i didn't hear the fuel pump at all, it's two years old, i'd checked the fuse and it was okay. from there i don't have a clue what happen.
OKAY LET ME EXPLAIN THIS BETTER, I DON'T HAVE POWER TO THE FUEL
PUMP, I CAN'T SEEM TO TELL IF THE RELAY IS BAD, HOW CAN YOU TELL
IF THE RELAY IS BAD, AND WHERE IS THE FUSE LOCATED, PLEASE ANYONE!

Bad fuel pump sounds right to me, I've had 3 go out in my 4 vans, and all three went out right after filling up.
