power steering

i have a 1996 chev blazer lt w/a 4.3 vortec and the sterring i really tight and kinda hard to turn the power steering fluid is full

Did someone add the wrong oil? ATF fluid is too thick but some people still use it in power steering systems.

I'm sure that this isn't the problem but is the serpentine belt on the right way?

the only other reasonable possibility is you have a block in the system somewhere.
