wont start?

Hi I have a 1995 eagle talon non-turbo automatic that does not want to start in very cold weather? When I got off work the other day car didnt want to start. Weather was about -20 that day car sounds like it wants to turn over but doesnt. I went and purchased a new battery but still the same. If I try to start car more than 10 times does the engine get flooded?
