Just wondering anyone knows a good catalytic converter for a 95 civic ex. Also correct me if I am wrong, is the OEM spec for the cat a 2.5" diameter?

a good cat is stock unless you have a lot of power adders that require a larger bore exhaust.
stock cat should be less than 2" diameter on a Civic

Sorry about the confusion, what I ment was a high flow cat, or a straight pipe. It does not necessary to passing smog test, I just want to compare which cat (passing and not passing smog test) outthere is worth to get.
PS I once saw a Y shape piping (install before cat) that allow user to bypass or not bypass the catalytic converter, does anyone has a link to that?

A highflow cat might help if you already have intake, headers, and exhaust, i would get those three first, then a Carsound hi flow cat. Just don't gut yours, the big open space will cause a disturbence and your will lose velocity, so get the high flow cat, or a test pipe if you don't daily drive your car much.

at a shop close to my house (just outside of ottawa, Canada) they have some for $75 CAD.
