Wierd fuse/electrical question.

The previous owner of my '91 Grand AM LE says there is a short in the Daytime Runing Lights/Lamps (DRL-rear) curcuit somewhere that caused the batt to die after a while and he was too lazy to trouble shoot it. I looked at the fuse box and found a 30amp fuse where there should be a 20amp fuse (i think he did that). The headlights work fine, but the dash/console lighting is dead, along with the rear DRL.
No fuse = everything dead (headlights, dash/console, DRL)
20 AMP fuse (proper fuse for this circuit ) = everything works, but it might have a short somewhere that causes the batt to die after a while (havnt tested this yet, but ill see tomorrow morning as i just put in a new 20amp).
30 AMP fuse = Only headlights work, dash/console lights are dead, along with the DRL.
Very strange problem. Does anyone know why a 30amp would cause only the headlights to work and a 20amp (normal for this circuit) would make everything work?
