water temperature gauge

my water temperature gauge on my 91 camaro rs isnt working
it just stays at the very bottom and doesnt move at all.
i have already replaed the coolant temperature sensor and the engine temperature sensor.
what else could be the problem.

thanks and last weekend i got underneath the dash and started wiggling wires and the gauge was jumping up and down which makes me think that is just a loose or bad connection.
