94 regal, Interior dash lights

I have a 1994 Regal GS 3800. My Insturment cluster lights flickers on and off (mostly off) and only on the right side (gas & engine temp etc.) Im thinking loose bulb or connection.
Can anyone tell me how I would get to these bulbs?
I've looked all over the place and can't find how to get into the dash. why does GM make it so hard to do anything to their cars?

I carry a jump box in my trunk incase of emergencies. Recently I've had some dead battery issues and have had to jump my car a few times. Jump boxes will not work unless hooked up to the pos + neg terminals. so I couldn't use the external Pos. post. On order to jump the car I had to take off a fuse box, Windshield washer bottle, and air intake just to hace enough room to put the clamps on the battery. Who designs an engine compartment like that? Frustrating spending 45min to jump your car, and only if you have a ratchet set on you.....
Anyhow....Can anyone help me out with my flickering bulb situation?

unhook battery or you will hear chimes forever,,,,,lower tilt coulmn, put in drive 1,,,,at the column where it meets the dash,two figure recesses,,pull gently ,,unhock cigertte lighter,,,,. this panel just snaps into place, comes off around the radio also,,in one peice,,,,
7mm socket ,,two screws at the top , one on each side, tip forward ,,easy,,the blue rectangles are your bulbs,,,you can turn them slightly,,might remake good contract
dash plugs in on right side bottom,,, gear indecater is small cable in center of dash cluster in the bottom
