Running Lights Wont Come On

97’ 4 door Lumina with 120,000 mi. It sat for the summer waiting for my 17 yr old to buy it from us. Good car, fired right up, mechanically very good cond.
Put it on the road yesterday, every thing worked when I parked it, as does now, EXCEPT the RUNNING LIGHTS and the inst. panel lights (speedo,gas,alt. gauges…).
The cigar lighter works ( same fuse as the inst. panel), brake lights, blinkers, headlights, hi-lo beams all work. The emergency flashers only flash the rear lights and not the front flashers.
I’m thinking the headlight control knob is suspect due to it controlling the dimmer to the inst. panel, although the dome light works and dims.
ANY SUGGESTIONS??

Maybe it's the fuse...

Start shaking wiring harnesses, something corroded up from sitting.

I found the running lights problem, it was the fuse and fuse block under the hood was corroded to the point there was no contact. The fuse was still good but no contact.
