4T60E problem

1994 GRAND PRIX 3100 SFI. Have a second gear start switch (canada). no 1st neither 4th gear. code HC28 on scanner. 15 A fuse blown on TCC engine right side fuse block. replace neutral switch (initial code show possible cause). verify solenoids thru scanner...ok....what I am missing? hayes said range switch problem, but could not find on electrical schematics...trans have 5 solenoids...which one 2 replace, if all? anyone with knowledge...need a hand...thanks
