Low fuel pressure

I have a 97 TA that has starting problems. It is only reading 20 psi of
fuel pressure. This should be higher, right? If so, would it be more likely
to have a regulator problem or pump problem?

It should be higher...I suspect it's the pump. The 85-94 firebirds had about 45 psi of fuel pressure and I don't see why they would have gone lower in the later years.

How are you testing it ?. Is it running while you test it?

I tested it running and with just the key on. 20 psi is all
I can get out of it. BTW, the fuel pump is about a yr old,
I know how these aftermarket fuel pumps are. About a yr
seems to be all ya get.
Is there any way to test the regulator?

Update...I checked the pressure again and noticed that
after I shut the engine off and walked away for about 10
minutes the pressure had risen from 20 to 35 psi. Now I`m
thinking that the fuel filter is clogged?
