1996 2.2l fuel pump????

dropped tank to get to fuel pump, i am reading only 5 volts on the gray wire, shouldnt it be 12 volts? i heard the relay in the glove box click on/off is there anything else i should be checking

check all the contacts, and clean them. And i'm sure that your right it should be 12 volts

contacts are good and clean, have a good ground dont understand what is going on.
