Heater only works on High..

My heater will only work when it is on high. All other settings it is quiet and the fan never runs. I looked at the fuses inside the car and the ones under the hood and none are broken. Would this be another fuse someplace, switch is bad, or can the motor or something go wrong on low and not high?

Any help would be great.

The fan speed control resistor network is located behind the blower moter on the passenger side. Mine went out a while back. It's a bear to replace, but removing the blower motor will make it easier
