1993 Turn signals

Does anyone know where the turn signal flasher is located ? The turn signals do not work but the white turn light on the front work when the turn signal is turned on.

The signal flasher is located under the dash, left of steering column, up high - looks like a small circular capacitor. There's also a second one on the right side for the hazard lights system.

If the instrumentation directional arrow lights, but doesn't blink(i.e one direction will blink, the other direction will not) it usually means a directional bulb on the front or rear of the car is burnt out rather than the flasher unit. You should check this first.
