Pontiac Covertible Top trouble

Keeps popping fuses even when I don't even try to open the top. Thought it was a short or a bad motor. Disconnected motor and relay, traced out wire and could not find any breaks or shorts. Totally puzzled on this one. Is there some reason why the fuse pops when everything (convertible relay and motor in the rear)are disconnected? Any help would be appreciated.
