front defroster not blowing enough air

I have a 87 cultlass supreme with a/c. It appears the front defroster does not seem to blow enough air to the front windshield when in the defroster mode. Also , the a/c motor isn't clicking on. All the fuses seem to be ok.Any and all susgustions would be helpfull. Thx in advance
