I think this is all connected, but...
So far, determined that dash lights don't work, cig lighter, and horn don't work, and the tail lights won't go on with the headlights, either, though the brake lights work.
All started at the same time, I figured it was fuses, went and replaced all of the inner ones.
Is there something else that could be causing this that I could track down on my own? I noticed there's some big fuse blocks under the hood, but have no idea whether it would be connected, so don't want to go playing.

I'm not sure these are all connected. I looked up some fuse placements on other GM cars (don't have a newer Cavalier book) and they usually have the cigarette lighter on a fuse by itself. On some other models, Corvette for example, have the horn on a fuse by itself.
The horn on my Cav is not working, but the lighter works fine; I'm thinking mine is not a fuse problem rather a wiring problem or a bad horn. Joe

you will have to check all your wiring. Sounds like it could be a bad ground or a short
