hi,
just curious, how does a harmonic balancer and where is it on the engine?

the is on the end of the crank snout. it faces the passenger side fender on the buick.
it is a heavy piece of steel (usually) wrapped around an inner core separated by rubber. it dampens harmonics by reaction to harmonics in the rotating assembly.

i wonder if its that that's making my hesitation at 3500 rpm a wide open throttle in third gear...it's stop doing it at 4000 and beyond..and doesn't do it in first nor second gear.
very strange.

no. it wouldn't cause a hesitation. it's main purpose is to dampen harmonics which can destroy the main bearings.
your hesitation could be caused by a bad signal to the ecm (possibly the TPS)

i dont think it would be the TPS since it stops beyond 4000 RPM..and does it ONLY in thrid gear..not the others.. don't get me wrong, it still accelerates furiously. just hear the SC whine not
being constant as if my foot was shaking on the pedal ( and it's not :P )
i changed my ox sensor but havent had time to test it out if it was that... or maybe the cold. when i noticed this it was close to - 20 degrees outside..
