Engine revving on cold starts

When the temps drop (esp. if below 20 degrees) my 1999 Mountaineer starts, but the engine emmediately revs up to 2000 and stays there for at least 3 minutes. Then the rpms drop but the engine seems to sputter until it is warmed up. I'm concerned that the high revs upon starting will hurt the engine, any help or tips would be appreciated.

that could just be the way the engine warms up what type of engine is it does it only do it when cold or whenever its warm out to because it could be the tps goin crazy but post back

It does it when warm too, though the rpms are much lower. Is this normal?? Seems that it would damage the engine when it is cold.

dounds like a throttle positioning sencor im not positive but that would be my guess
