Use any regular engine cleaner (Gunk or Simple Green are good products from what I've heard). I think that'll clean up your header nicely.

at my detailing shop we use solvant (paint thinner) on a rag and few drops of liquid car polish (meguires)...it takes out everything from rub marks, tar, paint off of paint.

what kinda spots are you talkin here? Is it to the point where they change colors(blue, green, yellow) you know like oil on the street on a hot day. Just look around, but i think paint thinner would get most of the stuff off.

Yea like i said i would just try paint thinner. Of course that might dull the look of them and i doubt you want that so i really dont know what to do.:D

paint thinner by itself will dull them. use a compound liquid, thats what keeps it from going dull.
