Fuel pump

Do old fuel pumps make any noise... ? a swiiiiiishhhh sound perhaps?

sometimes they whine.... if air is in your fuel line i guess it could make that sound.

is this noise occuring when you put the key in the on position or during driving?

no. i should have updated this. i have a freakin exhaust leak lol. im stupid for not even thinking of that first.
