1996 ciera

Just put in replacement 3.1 liter eng. I can't seem to make the cooling fans come on? The fan motors work. I have replaced sensors. relays apear to work?
I don't have the test equip. to follow the "book" trouble shooting.

Any ideas would be a great help.
