fan trouble

neither fan works in my 92 cutlass and my low coolant light is on but coolant is full took out thermo no water shot out when car was ran i think it could be a bad pump but car not overheating any hints on why fans dont work and low coolant light is on

Fans are controlled by relays under the hood. Following the fan wireing from the fan itself should lead you to the relays.
The low coolant sensor is usually atached to the radiator a few inches below the filler cap.

What exactly is the problem?
You say the fan isn't working and the engine isn't overheating. The cooling fans won't come on unless the engine temp rises to a certain level, then it will come on for a short time till engine temp drops. or the a/c compresser comes on.
You could unplug the relay and use a jumper wire to check the fan motors. Note you need to turn on the key after you install the jumper wire to check the fan operation

if low coolant light is on check your coolant temp sensor(s) and your sensor on resivoir. The sensor that runs your guage is probably broke so your block is really overheating but guage registers normal. as you saw there doesnt seem to be coolant in your block and that is bad. Definitely replace that thermostat to cuz seems to be stuck closed.

Put a jumper wire on your ALDL connector (just like you are trying to read trouble code from your computer) and then turn the Ignition to the ON position (just before the cranking positio). The fans should turn ON.
I would also disconnect the fan connector and manually use an extension wires to the battery and see if the fan itself works or not.
Letting the engine IDLE for at least 15 minutes should turn ON the fan within that time frame.
