Trouble starting '89 Cutlass Cierra when cold

I have an '89 cutlass cierra 4 cyl that I bought for a "winter car".
At low temps (below 0 F) it is very difficult to start. It tries to fire, but it seems like the fuel mixture is too lean. Is there a barometric pressure transducer on that car? It could be the fuel pressure regulator or many other things. I would appreciate any input greatly!
