1989 Gallant problem(s)

I just purchased a 1989 Galant and have a couple of problems I can't figure out with it:
1. When turning the key to start the engine all I hear is a single click and nothing happens. The batter was tested as well as the starter and both work great. This was an intermittent problem at first now it never starts. Also, It will not jump start from a battery but it will push start. 2. The Airbag light is constantly on.
3. When running even after warming up the engine rev's up and down like someone is pushing the accelerator down and letting it up again.

Correction on my last:
1. The battery and starter were tested and both are fine. It only starts by push starting it.
2. The Anti-lock break light is the one that stays on instead of the Airbag light.
3. And it still keep revving on its own even after warming up.
4. There is a rattle coming from what sounds like one of the front wheel wells that sounds like something slapping something else, even when the car is running straight.
Please help if you can, I cannot afford to have someone just look at it again just to tell me they don't know what the problem is.

1. I don't believe your starter "tests" fine if it won't even turn. Something is really wrong here.
2. You have an electrical problem with the antilock brakes, or a mechanical problem. In any event, have it looked at.
3. Does it rev up since it's cold, or will it do it in the summer too? Sounds like some sensor that doesn't like the cold.
4. Slapping sound in the front wheel well? Sounds like bad tires. Are your tires good?

i dont know why its not starting but the revving sounds like the idle control motor which is situated in your throttle housing

It seems that the starter was just weak, it has been replaced and is working fine now. Not a bad price either. Just two problems left. One is a bracket above one of the front tires, and the other is the idle. Just revvs between 700 and 1500 rpm, even when warm.
