dead as a duck

hello I have a 98 aurora and I went out to start it the other day and I got nothing all i here is a click from underneath the middle console. I thought maybe it was adead battery so I tried to jump it and carged the battery and still nothing my dic reads 13.0 volts and seems to have the juice I also tried to clean the key and key hole and got the same result
does any one have an idea on whats going on with my car thank you
