got a new encoder motor, have no idea how to get the old one off and put the new one on, if anyone knows how to do it like in steps that would be great

First thing, remove the front driveshaft. Disconnect electrical connector, and unbolt. when installing new encoder, move transfer case selector to match encoder and bolt in.

If it is a 1998 then there will be a bolt in the center of the wireharness plug and it will need to be removed also before you can unplug the harness. As long as you have to drop that drive shaft, you might want to consider replacing the u-joint if yours looks pretty old.

I did it yesterday and did not have to remove the driveshaft. (3) 10mm bolts and the harness is 8mm Oh the skid plate is 12mm I think. it took me about 30 mins but 15 were spent trying to remove the drive shaft.
