Rodeo Puzzle: No Start, only a click on ingnition

So, after scouring 100s of threads for the last two days without finding a solution to my problem, I'm forced to submit.
Problem: '99 LS 3.2 auto rodeo won't start, when key is turned all I get is a click (which I believe is the starter gear popping out but not spinning). There is no noticable drop in battery output when trying to start (h/lights do not dim) and the starter is definitely not turning the flywheel).
So far I have:
1. Changed the starter (Bosch reman) (and subsequently had the original starter tested and confirmed it was still good)
2. Changed the Battery (and confirmed fully charged)
3. Cleaned/inspected the battery connections and the grounds at the frame and the alternator.
4. Removed and cleaned the tranny positional indicator (which will hopefully sovle the occasional hard shifting problem)
5. Checked the fuses (internal/external)
6. Swapped out the starter and ECM relays
All of which have not solved the problem, it still only clicks when turned over.
Any suggestions?
