156 heating/cooling problems

Hi
I have an odd problem with my 2001 156 2.0. The fan, whether air con or heating works on about 1/4 power most of the time. Playing with the dial that directs the air to the floor/wind screen etc will eventually result in the full air performance.
Anybody got any ideas what might be causing this? It's bad in the winter, but it was a pain in the summer when the air con was virtually useless.. (I even had to open the window at one point ;-)

Not sure why fiddling with the direction control eventually provides full power. However i had this prob on my last 156 it was a well sodden Pollen filter ---once changed things got back to normal
