maybe its electrical?

OK where to begin sometimes not always my car wont start its like its frozen. Pedals lock and key wont turn, but if you adjust the steering wheel up and down the car will let the key turn over for what ever reason.nOT ONLY THAT but my dash lights stay off even when you try and dim them either way they dont come on. (the fuses have been changed out also .) besides this my stereo light will stay off and come on there own. before i had the light problems WELL my big problem i have had looked at and its my ac it stopped blowin cold and we had it looked at the. The ac dude said it was the thermostat but we didnt have it fixed now the ac is working again on its own turning on and blowin cold before it semed like just the fan . DO you have any idea to why these things work and then dont how would i know if there is a short in the electrical? i was told the diagnostic test would pinpoint the problem but it gave false results help!!!!!!!!
