removing spare tire

I have a flat and need to remove the spare tire from the back latch, but I can't get the tire off. I see that there is a spot to put a key into but I don't have a key that came with my vehicle that fits. How do I get the spare off? Thanks for any help.

Normally the ignition key will remove the cap......was the ignition switch changed from the original?
