automotive regulations for Beetle needed

In a country fresh in EU we have serious proplem about the modifications of our cars. In my country (Cyprus) it is legal to change your original make of your car. As I can see from other EU member countries there is no any regulations in that matter. My car has a 2110cc engine, 17''wheels,lower suspension, twin carbs with racing air filter, a set of front and rear disk break and a set of 12''subs.All these are my crimes and my car is in my garage for 2 months now, waiting for some EU laws to be applicate.
If I can found that laws I can transfer it through my lawer to the logal authorities.

CAN Anybody HELP ME.....
