cutla iac bolts will not turn

I have a 93 olds cutlas ciara, 3.3.
the 2 screws that hold the iac will not turn.
they don't appear rusted. they just won;t turn more than 1/2 turn.
i've tried several screwdrivers and even broken one.
any suggestions as to how i can get them out without breaking them?
i don't want to remove the throttle body just for that part.
