93 Bonny -- turn key = nothing -- lights are on, but nothing happens

It seems that the battery and connections are fine. Tested battery and cleaned connections. When you turn the key, the dash and interier lights come on -- but when you turn to start ignition - you get nothing. I tried for diag codes -- but got "21" -- meaning there are no codes. Anyone have this problem and have any suggestions? Starter also seems fine -- i jumped it from the ignition wire and it turns over --but does not crank all the way. Just makes the sound like it is about to start. Thanks in advance for the help

Took in in today. They told me it was the ignition switch. I will let you know if that fixes it.

Will it start in neutral? I had a problem starting my 93 Bonny and it turned out to be the safety switch.

I have two ideas, either the Ignition lock key cylinder or the crank sensor... (heres a question about the ignition cylinder-- Is the security light on when you turn the key to try to start it?
