wiper problems 86 blazer

Alright, here what happens, i turn the wiper son they only switch on in "high" and when they are on the waser fluid will spray every pass, when you turn them off, it doesnt auto return to the bottom, so i only have 1 speed, and i have since unplugged the washer fluid so it wont spray any ideas on how this might be fixed?
