ONE signal light won't blink

Hi there,
'99 Sunfire
My left rear signal light refuses to blink. This occurs both if I turn on the left sign, or if I try the hazard lights.
All of the other signal lights, including the left front blinks normally.
I have replaced the bulb with one that is known good -- same results happen.
Any suggestions? Is it possible that this can be the flasher even though the other are still working?
Thanks all

check to see if there is voltage at the socket. (use something that is 12v, i use a computer cooling fan)

replace your flasher with an electronic flasher with a load varying resistor.
