Problem with FITV?

I did what my haynes manual said to do while checking my FITV on my B16 motor this morning. When the motor first started the hole had suction, it sucked my finger in pretty quick. After the motor warmed up I checked it again and there was still suction but not like before. I put my finger over the hole and it gradually built up suction. I am wondering if this is normal or if there should be no suction at all. When I covered up the hole with the motor still cold it almost stalled out on me. After it was warm and I covered the hole the idle didn't seem to change at all. Every now and then while my car is idling it fluctuates, but not as consistant as it was before I changed my PCV valve. Any help or suggestions??

My Fast Idle Thermo Valve. The little hole inside of the throttle body? It sucks air into the engine when the engine is cold, and after the engine warms up it's supposed to stop. Mine gradually builds up suction after the engine warms up. I was just wondering if this was normal or if it's time to replace my valve.

FITV is a common problem part on old B16s. As long as the car is idling properly, I wouldn't replace it but then again, I'm cheap.

I don't know about the suction thing though, I've only tested mine when it was idling funny.
