Something I never knew...

This might not be new news to some of you, but I'm stationed down here in Texas (hometown is Las Vegas), and I was told that taking the dash off is illegal because you can change the VIN. I wasn't really understanding that because I believe you can find the VIN on a few other places in the car. Anybody else here of this where they live?
