1999 heater control problem

Fan works, temperature control works, direction control doesn't work, can't get air directed to floor or defroster air only comes out dash vent. I have replaced the heater control unit with two different units and the problem is still the same, all fuses are good. Any suggestions would be appreciated :1zhelp:

Thanks for suggestion Chuck, There is a mode actuator, located under the dash and above the gas pedal, that controls the air direction flow, mine was defective ........... part was replaced ........ all is good :grinno:
