1990 Suburban rear window (and defog) question

Howdy all,
Just found these forums and they look pretty neat!
I have recently picked up a 1990 1500 4x4 with the tailgate and roll down rear windows. The previous owner had someone working on the truck that either did not know or did not care what he was doing. I had to disassemble, lube, and reassemble (correctly) all of the windows and door lock mechanisms to get them working correctly.
The one problem that remains that bugs me is the rear glass will not roll down with the key lock, only the switch on the dash. The previous owner had someone replace and re-weld the hinges for this gate because of rust problems. The wiring was not put back right for the rear defog and possible the key switch. I guess I have two problems I would like to address:
1) The ground strap for the rear defog was just laying in the bottom of the gate when I took the access panel off. If I connect a ground to the glass on the passenger side the glass heats up (according to my meter it was drawing about 11 amps). Where can I reconnect this ground strap to the glass (and how) and where does it bolt to?
2) How can I access the key switch to test it? It appears to be underneath a protective cover under the gear mechanism that does not seem to unbolt. If someone knew which wires went to the switch and what should be on them (12v or ground) I could test from them under the rear bumper to see if the switch was working right. I realize that the problem might not be in the tailgate itself.
I'm sorry for my first post to be such a bear, but this is one of the last nagging problems that I have with this truck.
