Clutch pedal sticking to floor

On cold days I am having a real problem with the clutch pedal sticking in the down position after starting. Even after allowing the car to warm up. The problem goes away if I start in gear and drive it for about a mile till it warms up. It even sticks if I partially depress it. Does anyone know why this is happening. The clutch and pressure plate seem to be in good shape with no noise and no slipping or slack any other time.

Clutch master cylinder needs rebuilt or replaced.

Since the slave cylinder uses the same fluid consider doing it also.
