Running Parking lights 84 Pick-up

Good Day,
I have an 84 Chev 4X4 P/U and I know its trying to tell me something.
When I turn on the headlights, the dash right turn arrow (light) comes on. Flipping the turn signal lever causes the light to blink and the turn lights work correctly.
The front right parking light bulb does not light correctly.
A voltmeter tells me that 3 volts are going to this bulb when the parking lights are energized.
I'm trying to find anything outside the steering wheel to solve this problem.
Anyone have a simplified schematic of this circuit? I've work trons for 30 years and can't chase this circuit through the factory manual.

I dont have schmtcs for you but it sounds like a rusty or bad ground at the blinker to me .Chase this ground down and check it . Good luck Ace
