This TSB addresses a surge issue during a 2-3 shift during "coast-up" (closed throttle, increasing speed while descending a grade) at approx. 25 mph. The repair involves a reflash of the PCM with updated programming. This isn't the exact text of the TSB, but that's the gist of it.
