Fuel Injection Overflow

I have my mothers 93 Grand Prix 3.1 Multi Port FI in my driveway, for the car will turn over, but the fuel is being diverted into the air hose and filter. Could this be a problem with the injection throttle? I have removed the whole air filter assembly and can see the fuel spilling out the valve. I can find NOTHING why this would be divert the fuel.
