The defroster/s front and rear are two separate systems: Windscreen defrost is performed by hot air from the heater. Temperature is regulated by the control, you spoke of.
The REAR defroster is electrical, and you can see the wires in the back glass. If it is not working, check the fuse. If the fuse is good, check to see if voltage is present at the ends of the wire (Key on).

chances are, with your back window, you have a break in the heating grid. If the break is more than half an inch, you can't fix it; you gotta replace the entire back window if that goes bad.

the back window is fine, its the back door windows, the ront doors and the windshield that wont defrost unless the defrost is up on high

Hi All, we have a 97 that won't stay un fogged, the only thing that seems to work is the blower on manual at high temp, otherwise it fogs up within minutes, there must be away to keep them clear???

Just a wild guess but:
Is the fog present before you operate the heater, or is the fog coming from the heater vents? I've seen a very small leak in the heater core fog up the windows in a very short time or make frosted windows worse, and almost impossible to clear. You can generally smell Anti-Freeze if the core is leaking.

With most intrepids, the back windows don't have a vent to clear them up like the front ones do. The best way to clear them up is to let the window down and let some fresh air in. Also if the defroster is not quite working, here's a little test you can do to make sure all is well: test to see if your a/c works by going to another setting (bi-level, feet, face, etc.) and see if you have chilled air coming through. With Chryslers, and a few other manufacturers, the use a/c to defrost windows. They switch between hot air and cold to minimize frost over and keep fog down.
