Is it true that the passenger seat on the Elise is 2/3 the size of the driver seat? Plus, are the pedals really tightly spaced? I wear size 11 1/2 shoe, and I was wondering if I'd have enough room for my feet.

the passenger seat is the same size. The only difference is that you cant move it. Its stationary.
My husband has large feet too, same as you. He cant drive the car if he has his regular big lugged shoes on. He has to change into a pair of shoes like Vans or a tennis shoe without much rubber on the sides. With proper shoes on he's fine.
