i have a 90 hatch si with a b16a1. i have a act six puck, fidanza flywheel, intake, and exhaust. I am getting an intake manifold and header and afc soon. what will a fuel rail and regulator do for me. how about an ecu? i want to stay N/A and am on a budget so internals are out of the question. are there any bolt on power i overlooked? if an ecu is the best answer then what kind or company is best.

Why an afc and not a vafc? You have a vtec motor after all.

When you get your vafc or afc whichever you really should get on a dyno and get it tuned right with that. If your going for an ecu upgrade such as a chip from skunk2 or a program from hondata or zdyne then theres really no use in getting a afc or vafc.

A fuel rail and fuel pressure regulator will help flow fuel alittle better, but really arent quite needed for a b16 with bolt on's but it should help some reguardless but when you add cam's or higher compression pistons then you would have to adjust your fuel intake so it will work well with the cams and what not etc etc.

Well seeing as that you are on a budget and do not wish to spend money on internals(which is fine) then I would suggest upgrade'n your fuel system(pump, rail, filter, regulator etc) and then spray. Now I know what you are probably thinking...Oh no its gonna kill my engine...Nitrous doesnt kill engines...People do. Spraying is fine as long as you dont try and force ungodly ammounts(100+ shot through your engine) then you should be fine. I would recommend use'n about a 55-65hp shot. Its on-demand power and its cheap, and as long as you are wise with it and dont try and spray a mega-huge shot then you should be fine without having to upgrade any internals.
