Plugged Hole In Firewall on Drivers Side 1998 Aurora

Does any one know what the purpose of the hole is on the firewall, in the engine compartment, located on the drivers side between the brake unit and the shock tower? This hole, on our Aurora is covered with a heavy tape. I have noticed that this hole is on other Aurora's as well, except the 1995 and perhaps 1996 models.

That's very strange. My 96 doesn't have any kind of heavy tape covering any sort of hole. On my dad's STS, there was this thing where when it rained, the power-steering would go out. It turned out that it was because something inside was open and when water got in it, it messed it up. They covered with some sort of cap and now it never goes out.
