what exactly does this mean, is it a passive system ( just certain kinda parts, etc) or active ( modifies the ride on the fly ( well, not really fly, but at various speeds :>} ....?

Nothing But terminology for saying nice smooth suspension. Its a upgrade from stock, usually air ride or adjustable in some way is all.
