I don't know if this has everything your looking for but:
http://www.9c1.com/brochures/index.html
This site has the police specs of almost every year, including dimensions, torque, hp, alternator output, etc.

You can also try to find a copy of Chevrolet Police Cars by Edwin J. Sanow. It has the results of the Michigan State Police trials every year. For 1996, the data is as follows:

Engine: 350 cid pfi
HP: 260
Road Course time: 83.35
0-100 mph: 21.47
Top Speed mph: 139
1/4 mi. ET: 16.14
1/4 mi. Speed: 88.0
EPA city fuel mpg: 16.8

The L03 Caprice is the wrong year. The L05 and L03 were replaced by the LT1 and L99 in the Caprice in 1994, respectively. I've posted the specs for 1996 above.

Almost right. It does make 330 lb/ft and the '94 and '95 model years produced this at 3200 rpm; however, with the compression boost in 1996, the peak torque was dropped to 2400 rpm, the same rpm as the former L05 (max torque: 285-300lb/ft @ 2400 rpm, depending on model year).

I omitted the torque specs before because they were not mentioned in the text; however, you can find those at www.9c1.com

Man, I gotta get me a '96 :p 330 lb/ft @ 2400? Wow! That would really kick!

Cheers
