87 dodge colt surging

Hi, I have an 87 Dodge Colt 1.5L elec. choke. Problem is that is surges at 1/2 throttle until about 65 MPH and has poor acceleration. Full throttle or coasting and it does not act up. Smells like it is running rich on startup. New plugs, wires, cap, rotor, oxygen sensor, fuel filter, air filter. Any ideas?

that sounds like an air fuel mixture problem.

Check if the EGR valve is clogged.
